“Rebates” are already illegal in the California Workers Compensation system. They’re commonly referred to as kickbacks.

It depends on who is getting the rebate. I agree with you that kickbacks and rebates can be the same thing; if the rebate is going the provider of service. however if the rebate is going to the end user then possibly we are talking about something else.
