Tongco was investigated by the AG and fired by DIR long after Director Baker left the department. Tongco was having an affair with the chief counsel of DIR and used state resources illegally along with the chief counsel, who also was also investigated by the AG and removed by DIR. Tongco and the chief counsel wanted to make it all about the audit, but their wrongdoing and its consequences had nothing to do with it.
