No analysis of the system should be considered complete without an assessment of outcomes for injured workers. Unfortunately, the impact of medical treatment delays and denials, the great difficulty in accessing decent medical care and the lack of any oversight or penalty for the widespread abuse of process and legal requirements leave this longtime practitioner with no doubt that California's system is sadly and badly broken. Premiums may be lower but here we create disabled people and shift the burden to other sectors and to the individuals and families themselves. It's shameful.
