The Governors' COVID order also relieved the defendant from paying the Death Without Dependents fund. What are the projected savings on that? Any estimate from the WCIRB on the increase in frictional costs with a rebuttable presumption instead of a conclusive one? Seems like an incomplete analysis.

Also, how many other work-related injuries were prevented by the COVID lockdown? Were the offset savings considered? It might be that insurers come out ahead in the long run.
