I think that turning the RTW Supplemental Fund into a parimutuel fund is a poor idea. If we are trying to reduce WC costs, why would we simultaneously try to make WC claims worth more money to fewer people? Reductio ad absurdum, should one WC Claimant get 20 Million Dollars in 2023, merely because no one else applied?
