Doctors who do Utilization Review for California workers comp cases should be licensed in California and be subject to the same discipline by the medical board as treating doctors -- both are engaged in the actual practice of medicine. As for a residency requirement, that is not part of my opinion -- let 'em live where they want as long as they're under the professional jurisdiction of the state medical board where their Utilization Review case jurisdiction resides. In short, I would require in-state licensure but not necessarily in-state residency. -- Robert L.
