These bills that require things to be updated or enacted are useless. I believe the PD schedule, by law, is supposed to be updated every five years. I also remember SB 863 requiring a vocational expert fee schedule sometime in 2013.

James Witkop's comment is on target. Take a look at my column in workcompcentral, 2016-07-26, "SB 863 Benefits Employers, Harms Injured Workers."

Take a look also at "SB 863: Assessment of Workers' Compensation Reforms," July 17, 2014, by Lanier, Baker, & Overpeck, California DIR, page 25, re Vocational Expert ("authorizes the Administrative Director to adopt a fee schedule for services provided by vocational experts ").

As for PD, on pages 4 & 6. DIR says "Permanent Disability (PD) benefits are now in effect."
