Significantly, the Court held that when the WCAB issues an order granting a Petition for Reconsideration, whether final or not, it must "state the reasons for granting reconsideration and the evidence on which it relied will permit the parties in such cases to determine whether to challenge the Board's reasons in a petition for writ of mandate."
