Why do we compare/study consistently indemnity claim frequency between Los Angeles region [population 3,849,297] and lower in the San Francisco Bay Area [815,201]?
Based on population alone you would have more claims frequency.

frequency shouldn't be based on raw numbers but be based on a per capita basis, ie. are there more CT claims per 100,000 workers not just more total claims
