The PTP issue needs clarification. If the system is happy with the PR4 type of report we need to know. If a full ML report is the goal, we want guidance. The latter may attract more doctors into the system

This reads like some kind of fantasy piece. The only "guidance" here is, "let's all come to the camp fire and sing together". How about some type of phased implementation, such as evaluations set on or before 4/1, etc....?
