It's so cute that Mr. Neuhauser thinks the basis for safety officer presumptions is supposed to be scientific. Of course, the real basis is political. Safety officers have powerful unions. No politician benefits by disputing what safety officers demand from them. Safety officers make very sympathetic and dynamic constituencies. They don't need facts or scientific evidence to support their demands for special consideration from workers' compensation laws and the WCAB.
