A compelling piece of legislation to be sure, given the dearth and absence of notification of one's right to counsel presently available to the general populace. Perhaps requiring more attorney billboards and daytime television commercials could be considered in the future to further enhance the situation.

Why does our tax dollars get wasted repeating efforts to create a nearly duplicative law about posting right to consult an attorney. Did the existing law get repealed or loophole? Does this adopted version create confusion with prior / existing law?
Perhaps sending a “ new bill “ enabled earmarks that would otherwise not been successful had the bill
Merely modified the existing to refine what was the cause for concern ( fix loophole)?
