"Additionally, Social Security benefits for nonoccupational injuries were not available when most second injury funds started"... That may be true but omitted is the fact that SIF takes deductions for SSDI benefits from the applicant's SIF settlement.

This article mentions that while $975 million were paid by SIBTF during the 12 year period, and only $631 Million were paid in benefits while $345 million were paid in non benefits. 37% being paid in non benefits seems to be very high, however the study does not seem to comment on this or how it can be controlled. This seems to be quite high for non benefit payments.
