Paving Contractor Accused of Work Comp Fraud

A Maryland-based paving contractor is charged with workers' compensation fraud and other crimes related to violating contractor permit laws, according to a report by the Cecil Whig on Tuesday.

Samuel Morris Stanley, 49, and his son-in-law, Jessie Austin Cooper, 20, are accused of deliberately performing shoddy work after soliciting homeowners door-to-door in the Tampa area to pave their driveways. Residents complained they paid for services, but later discovered the shoddy work and were unable to contact Stanley and Cooper to make repairs.

Stanley owns S&M Paving Inc. near Elkton, Maryland, according to the newspaper's report. The arrest report by the Hillsborough County Sheriff's Office, however, listed a Minnesota address.

Stanley is charged with four counts of workers' compensation fraud, failure to secure bond, three counts of unlawful acts in the capacity of a contractor, two counts of home solicitation without written agreement and four counts of home solicitation without a permit. Cooper is charged with home solicitation without a permit, unlawful capacity of a contractor, home solicitation without a written agreement and workers' compensation fraud.
